quarantine for those returning from abroad, curfew after midnight on New Year’s Eve-

Who will choose to go abroad for the Christmas holidays, a mandatory quarantine period which could be of two weeks. This is the solution that the government could adopt to avoid travel and above all avert the risks of a surge in coronavirus infections, as happened last summer. A new ordinance from the Minister of Health Roberto Speranza it would update the list of countries at risk – which it already includes Belgium, France, Netherlands, Czech Republic, Spain, United Kingdom – adding Austria, Switzerland and all the other states that will not join the European agreement to close the ski slopes until January. During today’s meeting between the government and the heads of delegation, all the issues still open in view of the new Dpcm will be addressed, which will contain the rules for the Christmas period and will be in force from 4 December. Then Conte and the ministers will discuss with the governors, so as to develop a provision for the holidays that maintains the same line throughout Italy.

Regional borders

Government intention is prohibit moving even among those regions that will enter the yellow band risk. “The hospitals are still in trouble, a third wave cannot be sustained in January and therefore we cannot circulate 7, 8 million citizens as happened in the summer,” repeated Minister Francesco Boccia. The regional presidents are against, they fear a new, very hard blow for economic and tourist activities already in extreme crisis. And therefore it is not excluded that some exceptions are foreseen.

Close relatives

One of the exceptions could be granted for family reunification between parents and children, spouses and cohabiting partners. In addition to the return to the residence or domicile, it could be allowed, for example in the case of lonely elderly, the ability to move from one region to another.

Prohibited parties

Parties in public places and in private places will remain prohibited. For private homes it is being considered to include in the Dpcm the recommendation to limit guests and diners at the table: the decision has not been taken, but the government could suggest to nongather in more than 6, 8 people, also to protect the elderly and people with frailty.

Shops and curfew

Stores could get permission to close at 22 and the shopping centers will be open on weekends and public holidays. In this case the curfew could be postponed to 23. In the days of Christmas and New Year’s Eve there may be a further stretch after 24but much will depend on the epidemiological situation. If the free movement of people from 4 December – with most of the Regions in the yellow zone – should make the curve go up, afurther close.
